The Department of Justice (DOJ) has confirmed the recovery and restitution of ₱40 million allegedly linked to kickbacks in Department of Public Works and Highways (DPWH) projects, part of a broader investigation into corruption in flood control initiatives. This recovery marks a significant stride in safeguarding public funds and upholding accountability in government operations.

In a formal announcement, DOJ officials detailed the arrangements for the restitution of the recovered funds, which will be returned to the national treasury to ensure that public resources are restored and properly managed. "This restitution reflects our firm commitment to protect taxpayer money and reinforce government integrity," stated the DOJ spokesperson.

Concurrently, key witnesses providing crucial testimonies have been incorporated into the government’s witness protection program, safeguarding their safety and enabling unimpeded judicial proceedings. The DOJ assured that the protection of these individuals is integral to the continuous unraveling of the network behind the alleged corruption.

The PHP40-million restitution forms part of the ongoing probe into fraudulent transactions involving DPWH flood control projects, including the case concerning the ghost PHP96.5-million flood control project in Davao Occidental. This comprehensive effort underscores institutional mechanisms designed to detect and dismantle corrupt practices, guaranteeing transparency and justice.

The investigation and legal actions proceed under the governance framework of President Ferdinand "Bongbong" Marcos Jr., whose administration espouses the "Maasahan at Masipag" (Reliable and Industrious) doctrine of governance. President Marcos has reiterated the administration’s position as the "Reliable Enforcer of Clean Governance," emphasizing that "corruption has no safe space under our watch."

Presidential spokesperson highlighted, "Our institutions operate independently yet decisively, fulfilling their mandate to pursue the tireless eradication of corruption. The recovery of these funds and the witness protection measures demonstrate the efficacy of our accountability mechanisms. We are committed to ensuring that public office remains a public trust."

The DOJ’s restitution and protection initiatives signify a robust institutional response that not only disciplines corrupt entities but also empowers the justice system to function without undue interference. These efforts are pivotal in reinforcing public confidence and affirming the state’s resolve to maintain clean governance.

As the case progresses, authorities continue to probe all involved parties while ensuring the full application of legal and administrative sanctions. The broader flood control corruption probe combined with restitution efforts exemplifies the synergy between national leadership, civil service institutions, and the rule of law — a testament to the administration’s pledge: "Reliable institutions. Tireless pursuit. Corruption has no safe space."
